Personally, if I had an old belt, i would replace it immediately but as I would do the job myself, it would cost only few euros for the 3 belts (timing,water pump and accessories). Idler roller and tensioners have still a recommendation of 200.000km/12 ans.
In France, Peugeot or Citroen ask for ~800 euros (4h of work) for the replacement of complete timing belt kit and accessory kit.
I already seen several "new" belts changed at more than 120.000km without causing issue and only one case with appropriate maintenance and a "new" belt causing issue before the recommendation.
